Contractor Requirements for 203(k) Projects

To be eligible to work on FHA 203(k) funded projects through RenoLoanPortal, contractors must meet the following HUD and lender requirements:

State Licensed & Insured

Must hold a valid state contractor’s license (where required) and carry general liability and workers’ compensation insurance.

Detailed Written Bids

Bids must be itemized by line item, matching the HUD consultant’s work write-up. Lump sum bids are not accepted for 203(k) projects.

Not on HUD Exclusion List

Contractors cannot appear on HUD’s LDP (Limited Denial of Participation) list or the GSA’s System for Award Management (SAM) exclusions.

Committed to Draw Schedule

Work must be completed in phases aligned with the draw schedule. Payments are released only after HUD consultant inspections confirm completion.

No Upfront Payment Required

FHA 203(k) rules prohibit contractors from requiring large deposits or upfront payments from borrowers prior to work being performed.

Renovation Experience

Lenders prefer contractors with demonstrated residential renovation experience. References, past project photos, and portfolio submissions are encouraged.

How the Bid Process Works

Project Is Listed on RenoLoanPortal

A homeowner or investor posts their renovation project. The HUD consultant has completed the feasibility study and work write-up outlining the full scope.

You Review the Work Write-Up & Submit a Bid

Download the project scope, review the line items, and submit your itemized bid. Your bid must match the consultant’s write-up format to be considered.

Homeowner & Lender Review & Select

The borrower and lender review submitted bids. Your experience, references, and bid clarity all factor into selection.

Execute Contractor Agreement & Begin Work

Once selected, you sign a contractor agreement and work begins. Draws are released after each phase passes inspection by the HUD consultant.

Final Inspection & Payment Release

Upon project completion, the HUD consultant issues a Final Release Notice and the remaining balance is disbursed to you.
